The Animal Welfare Law has recently been approved in the Spanish Congress, and now only remains to be approved in the Senate for it to come into force.
Among other issues, the new law provides that all dogs must have compulsory Public Liability insurance in Spain. Until now, this policy was only compulsory for potentially dangerous dog breeds, which are now called “special handling dogs”.
The regulation is very clear in this respect: “In the case of dog ownership and during the whole life of the animal, the owner must contract and maintain in force a Public Liability insurance policy for damages to third parties that includes in its coverage the persons responsible for the animal, for an amount sufficient to cover the possible expenses derived from the actions of their dogs”.
Specifically, article 30. 3 states that:
“In the case of dog ownership and throughout the life of the animal, the owner must take out and maintain in force Public Liability insurance for damage to third parties, which includes in its cover the persons responsible for the animal, for an amount sufficient to cover any possible expenses derived, which shall be established by regulation.”
And the ninth final provision stipulates that this law will come into force six months after its publication in the “Official State Gazette”, i.e. on 29/sept/23.
